It lists known scammers in game I know a few of these names do you?

I have solved the scammer problem completely.  If you have no Ped, or good weapon, or good armor, the scammers tend to stay away. 

Alternately, do a reverse scam... when they offer to upgrade your armor, ask them if they can upgrade a piece of theirs, and then let you try it to see if its really upgraded.  < I know it will not work, but might be fun to try>.
